Wah chain slack only caused that problem? Too loose or too tight?

When my chain was slack, every time i dropped gear, the engine brake was very weird. As in the engine brake was heavy. After i changed my sprocket and chain, engine brake was lesser and it felt smoother to me. Funny how the chain being slacked could play a part in that way.
